In case you’re wondering what all the federal districts are, they are the federal divisions of Russia essentially by region (федеральные округа). Within each federal district are oblasts (something like provinces), autonomous republics and krais. Gymnasts compete for the federal district team of their native city or where they primarily train. Moscow and St. Petersburg have special status because they are the two biggest cities in Russia, so they have their own teams.
